OBE aims to provide original, informative and entertaining programmes to the under resourced African and Caribbean communities in the UK, Europe and North Africa. OBE is primarily for people of African origin and African descent. Apart from the community radio station movement, there was no significant television network aimed at the African and Caribbean communities in the UK. The seeds therefore for OBE were planted at a time when there was a need to built on the pioneering spirit of a few multi-media communication systems.
